fence question!!!

heya...at the early hours of this morning my elderly neighbour was banging on my door. i answered half asleep to him moaning that my partner had put hanging baskets up. the fence is his but is it correct that i am allowed to hang baskets on the right hand side in my garden. there is nothing going into his garden at all?

his fence = his decision as to whether you can hang anything on it.

Hes perfectly entitled to refuse you
you can put a fence up on your side and hang anything you want on it, or maybe just put some posts up if you want to hang baskets.
If it's his fence, you have no rights at all. Nothing must be permanently fixed unless permission is granted. Doesn't matter if it's on your side either.
Although the fence acts as a boundary, if it's his fence he can tell you to take the baskets down.
