Yes, tell them to remove it!

If it is your fence then they are not allowed to attach anything to it without your permission.
Never mind if its your fence phone the cops man, thats well bad!
Agree with both earlier posts, but just curious what is the cable for?
I'm assuming you don't mean he's electrified your fence, merely that he's run an insulated cable along it to provide some power to his shed, or a garage or whatever. If that's the case, then he's probably within his rights, but it would certainly have been polite to have asked you first. He may even think it's his - I certainly wouldn't know without checking which of my fences I own.

If, on the other hand, you mean he has actually electrified your fence, is there anybody you don't much like you could ask to come round and give you a hand with a small gardening project?
Maybe Im missing the point but how is this causing you a problem?

many thanks for the replies, they are helpful. I would like to reply to lukey 121 - first of all its really bad manners to attach anything to someones fencing, without asking if the owner mind's and secondly its not very safe to attach a live electricity cable to wooden fencing - think of the fire hazard.
Cheers for all the great advice
