Can radiator covers be used on storage heaters?

If it's just a shelf above the heater then it should be okay, otherwise I wouldn't bother.

Thanks, would you not bother due to heat loss or for safety reasons?

For safety reasons. If the cover you're considering doesn't obstruct the ventilation holes, then I don't see a problem.
