The upstairs bathroom plumbing makes noise in the bathroom down stairs. They are hooked to the same electric water heater (upstairs). Any way to insulate? there is foam insulation on the pipes in the attic, but no insulation in the walls. The bathrooms are not ontop of one another, the upstairs is over the next room

If you mean that water running thru the pipes is making the pipes vibrate and produce a 'humming' noise, then you need to clip the pipes.  You can buy plastic pipe clips from any DIY store to secure the pipes to any solid surface (wall/ floor joist) to stop them vibrating.
