How do you remove white emulsion that has splashed and dried on a varnshed wooden window frame without
damaging the varnished wood?

Yes unfortunately large blobs done by someone else in a hurry!

If it's dried, scrape it off with something like a sharp Stanley knife blade. If it has dried really hard, you may find it will chip off. If the varnish is dull where where the emulsion's been, get the shine back by rubbing it with Cif or similar.
