Springtime. Don't prune back into old wood, and not more than one third of growth.
I tend to do mine in spring, around the beginning of April. It does look pretty when the frost /snow are on the branches, but if you feel it's looking tatty it does survive an earlier pruning.Just cut to ground level some of the older branches, to keep the bush in shape, and you will soon have new shoots to enjoy.
