what can be done about a neighbor almost cutting down a bush in my yard without permission?

well, if its trespassing then you can legally shoot him, i think
I think you could take out a civil prosecution for damaging trespass...try getting advice from your local small claims court or alternatively see if you can get a fixed fee interview with a local solicitor for advice. By almost cutting down ,do you mean that they didn't do it or didn't cut down all of it? was any of it overhanging their garden? have they done anything like this before? If it was a misunderstanding you are genuinely better not escalating it as in the UK you would have to declare the disagreement when you go to sell your house and it can affect the value big time. If they are the neighbours from hell then you could take it to court if you have mega bucks and don't mind the consequences
The same thing happened to my Father recently. It is now going to small claims court as the neighbour refuses to pay compensation as she thinks she's not in the wrong. This was a last resort after writing to the neighbour 3 times to try to get her to make a reasonable offer. It only costs �20 to take it to small claims, which you will get back if successful. The neighbour not only cut off bits overhanging, but up to 5 feet over the boundary! Criminal damage, trespass and theft (as she didn't return the bits she cut off). Good luck!
