can a landlord leagally keep half of a security deposit for a 11 by 11 piece of carpet that has been cleaned and come out in good condition and that had a previous tenant before me? inst there a wear and tear law? the carpet is fine and he wants it replaced by the security deposit he didnt even see it before we moved in and is putting it all on us but the thing is it is not in bad shape at all he is Not BEING FAIR TO US AT ALL WHAT SHOULD WE DO
