Tree Preservation Order - will the Council contribute ?

Our boundary wall is collapsing onto the pavement, due to pressure exerted by our "preserved" tree.
If we approach the council which imposed the order, will they help with the ( eye - watering) cost of rebuilding the wall? Or will they not only insist upon our meeting the costs ourselves, but also impose difficulties and conditions about how the work is carried out?
Our insurers are not interested.
Advice gratefully received!
