Are they outside, may be too cold for them yet or perhaps they have dried out at some point.

could be aphids, pull the leaves back gently and check the stems and under the leaves to make sure there's no black or green fly, if you find any sticky stuff or aphids then spray to get rid of the little blighters! (we use � / � washing up liquid to water) redo every 3-4 days.
