What I have done in the past is to use a small masonry bit to drill a pilot hole and then a larger masonry bit of the size of the hole you require.

If you put some masking tape on the tile first it will stop the drill bit from sliding off course.

you can get a ceramic tile drill bit which works perfectly.
Whichever drill you use don't use the hammer setting until you've passed through the tile; even then, if you're not sure of the adjacent tiles' security on the wall, don't use it at all.
