i rent a house and the interior door has fallen off. Is my landlord obliged to put me a new one on?

Not necessarily- L could simply refix old door.

L is responsible for property's structure., so is a door structural?
YES if you mean "as opposed to contents"- it's not a personal chattel that T could take at tenancy end!

NO if you mean "part of building's physical shell or features keeping it whole".
Doors should be fitted properly so that the property is fire safe so I'd think it was the landlord / agency's issue to deal with.
