do i have to put concrete base down to put shed up or can i put some hardcore down and put flags on top and stand shed on flags

I'd go along with zebUK, don't forget, allotments are only temporary, for whatever reason, time, family circumstances etc, you may have to give it up, so you don't want to put down something thats permanent.
