A model bird of prey might be the solution.
Kobe - you need to get hold of the bird repellent materials used to protect old buildings from bird poo. They consist of a comb of long thin spikes that prevent the birds from landing without harming them. They are commonly used on ledges and anywhere else pigeons and seagulls can settle and make a mess of the stonework, but a series of them would be ideal for your roof. Any of the pest control firms will be able to advise.
or a model of a cat
I have often seen plastic owls employed as seaside seagull deterents.
