can you plaster onto lining paper. I am removing wallpaper for plastering but the lining paper is hard to get off without destroying the plasterboard underneath.

No. The lining paper bond to the plasterboard will ultimately fail and the plaster drop off. If you cannot get it off without destroying everything you will have to line the affected walls with expanded metal lathing and render and set on that. The skirtings, architraves, window cills etc, if any, will have to be brought forward.
Have you tried steaming the paper off?
