Metal Garden Furniture Has Lost Its Coating

I have Versaille garden furniture which was listed as 'metal' on some sites, but 'steel' on others. After a few years the bronze coating wore off. Now the surface has a dark brown, sooty deposit which comes off. What can I do to seal the metal again? Would appreciate some help.

Wire brush down & Paint it with Hammerite.
