[Rough Quest]

I am looking to buy a gorgeous Welsh Section D Cob mare, she has been neglected for about a year because the owner cannot afford to keep her, I have been grooming and visiting her for a while and the owner has offered to sell her to me for �1,000. Having done some research, she would come with all her tack and tools, but she desperately needs to see a farrier, and she has no passport and does need a new bridle, she is 15 years old. I have thought of offering only �550. All suggestions gratefully received.
