Right, well, at risk of being light, those I know who have done B.Engs, or M.Engs and gone on to do PhDs have had sponsorship from companies, rather than from universities. It might be possible that some universities offer the PhD you're looking for, and will help you get sponsorship from a company who will make use of your research but also assist you in your PhD research/thesis.

I apologise if this is too light hearted or insufficiently positive, but I felt it might be a helpful contribution.

When I was at uni a few of my collegues needed funding. They went to the Library where there are books giving names of charities/trusts that will help towards funding. Many will only fund specific studies, but it may be worth a gander even if it only offers limited financial assistance once you find the course you want to do. Hope this is helpful-ish!
