If you have double glazing then the draughts are probably coming in the doors (unless they are DG too) or the fireplace if you have one. Buy some draught excluders, perhaps, or take a look round a DIY store and see what they have.

Cavity wall insulation isn't necessarily cheap but it can make a world of different in retaining heat in your house. Rentokill did ours and after we'd installed in and compared bills with a neighbour in an identical house, our bills were far lower.

Carpets are also warmer than wood floors and doubling the amount of insulation in your loft will also make a difference.

get some putty and go around the skirting boards and walls and window edges and seal any little gaps.

if you are unemployed the dole have an energy saver scheme to get free insulation, check it out

If your house is only four years old then it should comply with modern high standards of insulation and ventilation. Get your local council building control people to check it out, you may have a claim against the builder if there is something wrong. Are you sure you are not being too economical with the heating?
