Just some starting points:

1. All employment agencies have to comply with the Employment Agencies Act, 1973. You'd be well advised to get hold of a copy of this act (or, probably better, a summary of it) at an early stage.

2. You'll have to register with the National Care Standards Commission.

3. You can find more information about running an employment agency on the DTI's website:
http://www.dti.gov.uk/er/agency/faq_agencies.htm
(There's a link to the NCSC site, as well).

4. The government's Business Link website has information about nursing agencies but most of this also applies to care agencies. (In particular, note the links under 'Actions'. These lead to all sorts of information, including such things as Criminal Records Bureau checks).

Hoping this helps,

Chris
