Radiator Blocked

Hi, I've got a radiator that's not working, I was told it was blocked off but I can't see where this or what was done, any help would be appreciated

Undo the valves at each end first, Taff.
If you've done that, there may be isolating valves somewhere (under floorboards?) that are turned off.

It's downstairs and the pipes go upstairs under the floor boards, I've opened both valves and water is coming out of the bleed valve, all the other radiators are hot apart from this one, my partner who's lived here longer than me said the plumber done something down by the side of the rad and said that's blocked off now but he didn't go upstairs

Unless there is an isolating valve near the rad, I can't imagine he did anything other than turn the rad valves off. That's all you need to do to shut off a rad.

One end will either have a manual valve or a TRV (valve head with numbers on it.) At the other end is a lockshield valve. Often, you need to pull the knob off and turn the valve with a spanner or similar. The knob can sometimes turn happily but without doing anything.
