In order to get our extension signed off by building control, we need a gas safe certificate for our boiler. At the time, our builder told us that that is not something he would get involved in and we would have to apply ourselves. We've now found out that is incorrect and have discovered that the plumber/builder haven't applied for it. Is there a way that we can apply for it ourselves? I wondered if we could get someone independent to inspect the installation and apply for the certificate that way? Don't want to go back to the builder/plumber as our relationship with them has completely broken down.

Short answer is Yes. Several times I've had to get someone in to do just this, when the original "builder" has messed up.
The question is a little muddled. The builder said he'd not get involved in it but you say this was incorrect; that the builder didn't apply for it as he told you he wouldn't.

Yes as others have said, anyone can ask and pay a GasSafe qualified plumber to check & sign all is well (or otherwise).
