Is it possible to grow a fine 'Puget Blue bush from a cutting?

Yes it is. I've just had a look at Ceanothus in 'The Flowering Shrub Expert' - and under Propagation it says: Plant semi-ripe cuttings in a cold frame in summer.

It's one of the hardiest so should be fine. Good luck!
