When is the best time to give a harsh cut down of tree. Like to leave for birds to take the seeds. Too tall and straggly now. Thought i could cut down to 3ft . Thanks for help

We've already done ours!
About March is what is recommended, but too be honest they grow like weeds and you can't do them any harm by cutting them back at any time. You can cut right down almost to ground level and do no harm.

A search on "pruning buddleia" will give you some pruning tips
We always cut ours back about now to save then snapping in the wind and snow in winter. Its possible to do it again in spring if you want to cut them hard back.

they are so hardy, grow like a weed, just cut mine back hard!........I cut ours back whenever it gets too tall and straggly, it still survives!...
