I have just noticed that my chilli plant has got black fly, Is there any house hold product that I can use to get rid of them with ?

Tweezers.

Failng than any garden centre of DIY shed will sell you chemicals to kill them off.

A solution of warm washing up liquid sprayed on will do the trick.

I have them in my house.
