Wire brush to clean it up, paint with anti rust treatment (Kurust?) then paint to match the rest of the furniture.

After removing surface rust, I've always used Jenolite to kill the remaining rust. I find the liquid much better than the gel. So easy to use and excellent results. Try Ebay for the best deal.
