My neighbour has put up and attached to his house a pergola which is roughly 6 inches on his property and 3 feet from my back window and door . He has now boarded up the sides of this pergola and put on a roof blocking my view of the parkland that I had and obviously not looking particularly pretty either . He did not inform us of any of this work .
He has attached it above his patio door and it extends 9 feet out from our adjoined houses .
What if anything can be done to make him move it over so it does not interfere with my line of sight or blocking out any light please ???.

I am sorry to say that a right to light,and a right to view have no legal enforcement.
All you CAN do is to contact the local council planning department,explain your predicament,and see what they say.
However,from your explanation I feel they will say there is nothing they CAN do.
Sorry not to be more positive,but I wouldn't want to encourage you to be hopeful when there may be no point!
