My partner rents out a small shop from her previous employers when she took it over from them. She pays the business rates and council tax on it as well which is about �2,500 per annum. There is a room above the shop, a sink and toilet as well. The question is this. Is she allowed to declare this address as her permenant residence. We need to know this as we are now living on a holiday park which only has a liscence for 10.5 months and does not have residential status. Thank you

Is not the problem that she would be living in a shop, you have just said that she pays business rates.
