I am thinking of having 2 rooms knocked into one, but i am concerned that as the ceiling will be much higher then, it may be too high to paint - and do i need planning permission?

get a professional builder who knows about structual supports. One large room is harder to heat.

Such work doesn't need PP - you just need Sectioning under the Mental Health Act.
