i want to run new sewer pipe and water supply etc to my new build house, the access lane serving my property is owned by neighbour but is adopted by highways/council.
there is a small section of access lane which is not adopted because they only adopted to end of tarmac.
irrespective of the lane being adopted i have legal right stated on my deeds/ titleplan that i can run water/sewer etc through neighbours land to mains supply.
can my neighbour stop me?

If you have a legal right then you can exercise that right though I'd do so in an amicable and respectful way and abide by the normal conditions such as causing as little as possible nuisance and making good any damage.

Anticipate any issues your neighbour may raise such as obstruction of access during works, noise etc... and try and come to the best solution to prevent or minimise the issues.
Good advice - remember you will need to live next door to these people once the project is finished.
