I have view a house in my area, which is vacant, the price of the house is 152500 fixed. The house needs alot of work doing to it, can i make an offer alot lower than the price without having a survey carried out.

er, yeah............
what do you mean "152500 fixed"? that is the asking price and you make an offer lower, the same as or higher than this based on your judgement/gut feeling
then you offer/ counteroffer untill you make an agreement leading to a contract and untill that is signed by both sides, either side can walk away without explanation. quite harsh but thats the reality of it
if you mean 152500 take it or leave it then you will offer it or walk away and keep looking
are you in Scotland with the 'Offers over' system? if so, then I don't think that it is likely that a lower offer would ever be accepted.
