im afraid your plant has a disease, a kind of fungus. Im not sure how to treat it but if you look up your plant on the net it may talk about this fungus and how to treat it.

Probably not a fungus, raher woolly aphids. These cover themselves in a waxy substance which looks like cotton wool. The covering has to be removed before you can kill them. Jade plants do not like most insecticides, so the best course of action is to dip a cotton bud in methylated spirits and dab it on each blob of 'wool' This removes the wax and the aphid dies very quickly. You may need to repeat the action a few times to get rid of them all.
