Im only getting cold water through, its cold water fed and should heat up whilst going through, could the thermostat be broke?

Could be that. Could be the heating element is broken. Could be the electricity supply to the unit is not present (fuse or MCB tripped). You can probably safely check the last of these, otherwise its a call to an electrician, I think.
