Privacy in garden

A neighbour has built a large conservatory which overlooks both garden and kitchen/dining rooms, the council have said that he does not require planning permission but if i want to put up trellis to get some privacy i will need planning permission as it will take the fence height over 2metres, what can i use instead of trellis to get the privacy and avoid regulations?
