Best time to use weed killer

I spray the weeds around my corner property at any time of day as long as there is no wind.
I'd say when it's dry weather,not too windy as you don't want your chemical blowing towards your plants you do wish to keep living! A breeze will help as it will dry better into the weeds. not too hot as half of it can evaporate into the air before taken in by the weed. Don't usaly have much trouble killing weeds with the weed killer through most enviroments.

I thought about 7 as that would stop any evaporation by the sun (how optimistic am I?)
I have just bought some liquid weed and feed
Anyone any experience or tips with that
