I'm planning to repaint my hallway but some of the old emulsion is flaking. Someone has recommended scraping off as much as I can then applying some of this solution to provide a sound base for new emulsion. Sounds a bit odd to me but does anyone think this is a good idea? Thanks.

Sand off the loose paint then give it a coat of watered down pva before re-painting

Oo, sounds cheaper :) How dilute would it have to be and will matt emulsion stick to it ok? Thanks!
I think Elvis has left the building, Floss ...................dilute 5:1 .............. but REALLY scrape off as much loose as possible................. emulsion will stick just fine .......... let the PVA dry thoroughly though.......
