We had 4 dormers built and we used the same tiles as were on the main roof (Rosmary or victoria from the 1920s}
We bought some special corner tiles for the front corners.These were new, but were an antique red/brown to match the existing. The dormers look as though they were always there.
That's precisely the advice I would give.
If you do something out of character it will look dreadful.
That will very likley impact the value of your house when you come to sell (though that may not be important to you).
I'm surprised your planning permission doesn't force you to use matching - then again the rules have got so diluted that you probably didn't need PP if this is loft conversion.

Your builder wants to put wood up there because it is cheaper. Wood needs occasional painting - how are you going to do that in future? - extra future costs are being built-in.
dormers have heavy weight load due to carpentry etc. Tiles would increase weight.

Best to get a surveyor to assess weight load.
Tamborine..yes they will increase weight, but if you are so close to your design weight then you should make adjustments accordingly or else come the first heavy snowfall you will have problems.
