my boss has just interveiwed several people for less available jobs post restructure. he alone interviewed us. is this permissable? we are supposed to be scored on the result of the interview ONLY, but how can he not let his own opinions affect who he decides to award the jobs to?

It stinks. But it depends on the rules your organisation works to. Is there an agreed process for consultation in restructuring? No harm in asking this question. If the answer is no, then it is likely that your boss can do as s/he likes within the law. If there is such a procedure, you and your representative (join a union) should read it and your union should be asking why the agreed procedure has not been kept to.
