I had to do this yesterday! Not a 100% success, but I did improve things a bit.

Get some Brush Restorer, and soak the stain in this overnight (or maybe 48 hours). It does eventually dissolve the paint. Then wash in a hot wash with plenty of powder.

Not advised for pale/white things, as the restorer is usually a vivid purple, and might stain things.

Might sound daft, but have you tried good old fashioned soap and water? Emulsion is a water based product so it shouldn't need a special cleaner. If you've no biological soap powder in the house try a small amount of washing up liquid.
if your clothing is just cotton or a synthetic material, perhaps try putting it in the freezer. not tried it, but the paint may become brittle enough to easily be scraped off with your fingernail.
