Could you use a sanding machine? or can you take them outside and clean them up with a pressure cleaner? (not sure if you cemented them together or just layed them loose...)

Cemented down so can't get them out
Well you could try and use a hard brush and bleach solution or as I said at first a sanding machine. My sander attaches to the hoover so very little dust.
You could try something like this, Col...........

However you manage to clean it, give it a couple of coats of sealer to help keep it looking good.
