What were the differences between the north and south during the 1820s to the 1850s?

is this England or the USA?
If it is England, the North was racing ahead building huge towns from the profits of the industries booming in towns like leeds, manchester and Liverpool and Birmingham , the South was becoming overcrowded as agriculture was failing and labourers were moving into the Cities and living in overcrowded squallor with no work and hunger.
