I know of two at least . A wildly inaccurate portrayal in " The Untouchables ( Ice Cream Suit indeed! ) and a more plausible one in " Road to Perdition"

Obviously Al Capone must have been the most portrayed Gangster in films. Was Frank Nitti second or would that be Lucky Luciano?

I would have said Robin Hood #1 and maybe Jesse James #2.
According to IMDb, in addition to the two titles you name, the character Frank Nitti appears in;

in two TV series of "The Untouchables"; (1959) and (1993)

plus an earlier 1958 appearance in TV drama "Playhouse 90"

'Lucky' Luciano has many more entries

btw the 2 Nitti roles you mention were played by actors who also played 'Lucky' Luciano in other movies

Untouchables... Billy Drago - The Outfit (1993)
Road to Perdition... Stanley Tucci - Billy Bathgate (1991)
