Monmouthshire was the cause of some confusion between 1543 and 1974 in regard to its Welsh-ness, however it was certainly in Wales in 1959!

I have a recollectiom from my stamp collecting days that the Stanley Gibbons catalogue always had Wesh stamps headind Wales and Monmouthshire, implying that it was not actually part of Wales. I also think that Wales only has its own stamps in the sities, though I may be wrong.
