why were south american countries sympathetic to nazi war criminals-there doesn't appear to be any connection

yes - IAP is right - I think this is especially true of Argentina, which is the most European of South American countries. Harder to imagine Nazis hiding out in Brazil or Peru (though it may be that some did).
Mr Spudqueen went on business to Chile a few years ago and was surprised to find that a lot of the food there has german influences. Apparently it's because there was quite a large influx of Germans.
