What is the best way to fill cracks in outside concrete painted walls ,before re painting ,PLEASE.

I would guess that if they are big enough to need filling (i.e. a coat of paint doesn't hide it) then you probably need to open them up sufficiently to push mortar in. Failing that I'm sure the DIY sheds can flog you a can of squirty something claimed to solve all your issues.
Acrylic filler, Hawks. Also called "decorators' caulk". Make sure it's for external use as well.
It's flexible. It'll move with the building.
