This is a bit of a guess but some googling suggests that English castles commemorate the crews of ships that were named after them on significant dates in the ships' histories.

Construction of the corvette HMS Portchester Castle commenced exactly 70 years ago today, so perhaps English Heritage are using this weekend to remember those who served on her during the Second World War?
You could give them a call to find out. Unfortunately you'd have to wait till next Saturday - they're closed through the week, and your question was posted too late to contact them today...

English Heritage themselves should know - and this page gives you an online contact form and an email address for them: http://www.english-heritage.org.uk/about/contact-us/

Thank you March - have emailed and will let you know what they say - I can see said flag from my bedroom window looking slightly west and I can see the Spinnaker Tower looking slightly east! #Lovely view!
