i tried to download gta4 add on and it says i dont have enough point yet i have 1615 achiement points wat going on

I have over 70000 gamer score, how come it wont let me download hello kitty turbo edition alpha super mega mix 2?

.. alos you can buy Ms Points from places like Amazong, or eBay. Like the person above me said Achievements (gamerscore) and ms points are two different pokemons.
