He has ordered her to review Labour's defence Policy. As leader, he can do that. But that does not mean Corbyn's personal opinion will win out. Policy is agreed by the Party, usually on a vote. For example, Neil Kinnock was a member of CND when he led Labour which was Pro Trident at the time.

Labour went into the last election supporting Trident. (Or a replacement) The SNP wanted Trident scrapped. SNP beat Labour in every seat but 1. If Labour are to get back any of the 54 seats it lost, it needs to offer what the public want.
