I would say vinegar is wine or cider (which is the product of yeast fermentation) that has gone off. In fact it has been subjected to an aerobic bacterial infestation (Acetobacter bacteria) which has converted the alcohol (ethanol) to an acid (ethanoic or acetic acid).
