The song is 'Somewhere Over The Rainbow / What A Wonderful World' and it is sung by Israel Kamakawiwo'ole, who died in 1997. He was from Hawaii, and sung traditional folk songs as well as classic pop songs. The song was used in an episode of ER a couple of years ago (season 8 episode 'on the beach').
